**A nonresident is any individual who is a resident of another state or who has resided in Oklahoma less than 60 days whether or not he or she intends to make Oklahoma their home. Land ownership does not constitute residency.
LICENSE REQUIREMENTS:
An Oklahoma resident or nonresident fishing license is required of all persons who take, attempt to take or possess fish or other aquatic dwelling organisms by any method in Oklahoma. Persons fishing the Red River must have a valid Oklahoma fishing license unless exempt. Unless exempt, anyone hunting, fishing or trapping must possess the Fishing and Hunting Legacy Permit. In addition, persons fishing on water located within the Honobia Creek or Three Rivers Wildlife Management Areas must have a valid Land Access Permit, unless exempt. All required licenses or written evidence of exemption must be carried while fishing.
LICENSE EXEMPTIONS:
- Nonresidents under 14.
- Residents under 16, and nonresidents under 16 who are residents of AL,
AK, AR, CA, CT, DE, GA, IL, IN, KS, KY, LA, MD, MI, NH, NY, NC, ND, OH, TX,
OR WI.
- Nonresidents 64 and older who are residents of Texas.
- Resident disabled veterans with 60 percent or more disability. Call State
Dept. of Veterans Affairs, 888-655-2838 for additional information.
- Any person who fishes with pole and line, trotline or throw line in streams, natural ponds and mine pits in or forming the boundary of the county in which he is a bona fide resident, when using any bait other than commercial or artificial bait, blood, stink bait, cut fish, and shrimp.
- Resident owners or tenants, their spouses, parents, grandparents, children and their spouses, grandchildren and their spouses who fish in private ponds on land owned or leased by such owner or tenant. Persons residing in another state who own land in Oklahoma but do not live on that land are not exempt.
- Oklahoma citizens in the U.S. Armed Forces serving outside Oklahoma on authorized leave and with written evidence on their person.
- Any person legally blind or physically impaired who is unable to properly use fishing apparatus and one accompanying companion while the blind or physically impaired person is fishing.
- Any patient of a state institution in Oklahoma established for the care and treatment of mental illness or alcohol or drug dependency or any person developmentally disabled residing in any group home or other institution or persons developmentally disabled when accompanied by an attendant of such institution or legal guardian or when fishing on institutional property.
- Residents having a proven disability rendering them nonambulatory and confined to wheelchairs as certified by a duly qualified physician.
- Job Corps trainees of this state, having a proper identification card.
- Persons under 18 who are in the custody of a child care facility as defined by Title 10 O.S., Section 402.
- Persons fishing during Oklahoma's Free Fishing Days.
- Any person participating in an aquatic education event or clinic sanctioned by the Wildlife Department.
- The following persons are exempt from the purchase of the Land Access Permit (Honobia Creek and Three Rivers WMAs): Oklahoma residents under 18 years of age on the first day of the current calendar year or those 64 years of age or older. All nonresidents are required to purchase a $25 annual Land Access Permit, no exceptions.
- The following persons are exempt from the purchase of the Fishing and Hunting Legacy Permit: Residents under 18 or 64 years of age or older; those who have a lifetime hunting, fishing or combination license; those who have a senior citizen lifetime fishing hunting or combination license; resident who have a 5-year disability fishing/hunting license; those fishing on Lake Texoma with the Lake Texoma license; nonresidents under the age of 14; nonresidents under the age of 16 from states that do not require nonresident fishing licenses for youth under the age of 16; everyone fishing during Oklahoma's Free Fishing Days; and those who are otherwise exempt from an annual fishing license.

STATEWIDE REGULATIONS: These methods are legal for taking both game and nongame fish throughout the year, statewide, unless restricted under “Special Area Regulations”.
DEFINITIONS:
Rod and Reel – A person may use up to seven (7) rods while fishing.
Trotline/Throwline – Trotlines/throwlines are restricted to no more than three (3) lines and 100 hooks per person. A legal trotline/throwline has:
- No glass or metallic floating device on the line;
- No metallic posts in water for attachment;
- Lines made of nonmetallic material only;
- Hooks at least 24 inches apart;
- Owner’s name and address attached to each line;
- Been attended at least once every 24 hours;
- Not been set within three (3) ft. of surface of water at any point beyond six (6) ft. from either point of attachment.
Jugline – Juglines are restricted to no more than five (5) hooks per line and 20 juglines per person. A legal jugline is a vertical line suspended from a nonmetal or nonglass floating device, drifting free or anchored and has the owners name and address attached and has been attended at least once every 24 hours.
YO-YO – Yo-yo’s are restricted to no
more than 20 per person and shall:
- Have the owner’s name and address attached;
- Not be left unattended
for more than six (6) hours;
- Not be strung or suspended from any horizontal line across any
channel or navigable waterway;
- Have no more than 10 yo-yo’s attached from any one line
or support;
- Not have metallic material in lines used for attachment;
- Have lines no greater than 50 feet in length and must be placed
or suspended without restricting or impeding boat traffic. Lines
must be visible to boats at all times, day or night.

(+) Scuba divers with spear guns from May 1 through August 31: Daily limit of three (3) combined, no size limit. Statewide limits apply remainder of the year.
(++) Noodlers and scuba divers from May 1 through August 31: Daily limit of three (3), 20-inch minimum. Statewide limits apply remainder of year.
(+++) Release of trout, striped bass and/or striped bass hybrids caught and placed on a stringer, in a livewell, or otherwise held in possession is prohibited, statewide (no culling).
(A) For purpose of legal identification, a spotted bass is any black bass except for smallmouth, having a rough tongue patch.
DAILY LIMITS & MEASURING FISH:
Daily limits are for 24-hour periods (midnight to midnight). No person shall have in their possession in the field more than one (1) daily limit of any fish species. Nonresidents shall not have more than two (2) days limit in their possession at any time other than in the field. When measuring fish, total length is measured from the tip of the snout to the end of the tail, with fish laid flat on a ruler, mouth closed and tail lobes pressed together.
SPECIAL AREA REGULATIONS:
- Broken Bow (from the slab at the Narrows downstream to the dam):
Daily/Minimum Size Limits: Largemouth and/or smallmouth bass; six (6) combined per day / 13 to 16-inch protected slot limit. Spotted bass; 15 per day / no size limit.
- Ouachita National Forest ponds and lakes:
Daily/Minimum Size Limits: All species of black bass; six (6) combined per day / 14-inch minimum. Channel and/or blue catfish; six (6) per day / no size limit. Methods: Fishing limited to rod and reel only. No other method of fishing is allowed.
- Pine Creek Lake:
Daily/Minimum Size Limits: Largemouth and/or smallmouth bass; six (6) combined per day / 14-inch minimum. Spotted bass; 15 per day / no size limit.
- Glover River from confluence with Little River upstream to the “Forks of the Glover”:
Daily/Minimum Size Limits: All species of black bass; six (6) combined per day / no size limit on largemouth or spotted bass, however, smallmouth bass have a 12-inch minimum of which only three (3) smallmouth greater than 12 inches may be included in the daily limit of six (6) black bass.
- Little River below Pine Creek Lake dam:
Methods: Trotlines, throwlines, limblines, yo-yo’s and juglines are prohibited from the dam downstream for a distance of 2,000 ft. (Also see special “Tailwaters” regulations)
- Lower Mountain Fork River trout area (below Broken Bow dam):
Methods: Fishing limited to one (1) rod and reel per person. No other method of fishing allowed. (Also see special “Tailwaters” regulations)
Special Permits: From Broken Bow dam downstream to the U.S. Hwy. 70 bridge, except in that area from the mouth of Rough Branch Creek downstream to the Reregulation Dam all anglers must have a trout license, no exceptions. Note: a small portion of the Lower Mountain Fork River trout area is excluded from the trout license requirement, see special regulations for Trout Areas on pages 24 & 28.
- Ponds and creeks within either the Honobia Creek or Three Rivers Wildlife Management Areas:
Special Permits: All resident anglers age 18 (by December 31 of the previous calendar year) to 63, and all non-resident anglers regardless of age must possess the Land Access Permit to either fish and/or hunt on either the Honobia Creek or Three Rivers Wildlife Management Areas. - TAILWATERS:
First 1,000 ft. below any Federal or GRDA dam – Fishing is limited to only two (2) rods and reels per person. Unlawful to keep a foul hooked fish (any fish hooked other than inside the mouth), unless taken in a tailwater open to snagging. Bowfishing, gigs, spears and spear guns are prohibited for this area.

TROUT AREA INFORMATION:
Lower Mt. Fork River:
Trout season - Year Round.
Designated Trout Area/Size/Location – 12-mile portion of the lower Mountain Fork River and its tributaries from the Broken Bow Reservoir spillway downstream to the U.S. 70 bridge. About five miles of this designated trout stream lies within Beaver’s Bend State Park, in McCurtain County. Note: that portion of the lower Mountain Fork River from the mouth of Rough Branch Creek downstream to the Reregulation Dam is excluded from the trout license requirement (no trout license required).However, while fishing in this portion of the stream, a valid annual trout license is required to have trout in possession. All other fishing regulations specific to the Blue Zone apply.
Bank Access/Boat Ramps – Bank access is unlimited within the state park and downstream to the Reregulation Dam. Another public access point exists at Presbyterian Falls. Boat ramps are located just upstream of and below the Reregulation Dam.

Trout Regulations – Brown trout – Daily limit is one (1) and size limit is a 20-inch minimum size. Rainbow trout – see special restrictions for Blue and Red Zones.
Special Regulations:
Blue Zones (From the Broken Bow Reservoir spillway downstream to Lost Creek diversion structure; from the first Hwy. 259A scenic bridge downstream to the State Park Dam; and from the mouth of Rough Branch Creek downstream to Hwy. 70 bridge):
- Use of bait and barbed hooks is permitted in the Blue Zone.
Red Zones (From the Lost Creek diversion structure downstream to the first Hwy. 259A scenic bridge, including the Lost Creek channel; and from the State Park Dam downstream to the mouth of Rough Branch Creek):
- Rainbow trout – daily limit is one (1) and size limit is a 20-inch minimum size.
- Possession of any trout less than 20-inches is prohibited.
- Use of bait or barbed hooks is prohibited in the Red Zone. Fishing is restricted to barbless hooks, artificial flies and lures only.

Hunting
HUNTING LICENSES:
If you are a nonresident – a “hunting license” is any one of the following:
Annual Hunting License (not valid for deer)
5-Day Hunting License (not valid for deer, pheasant or turkey)
Lifetime Hunting License* (not valid for deer or turkey)
Lifetime Combination Hunting/Fishing License* (not valid for deer or turkey)
*The Lifetime Nonresident Small Game Hunting and Lifetime Nonresident Combination Small Game Hunting/Fishing licenses are no longer available. However, these licenses will be honored for persons already possessing one.
OKLAHOMA HAS NEW HUNTER EDUCATION REQUIREMENTS
Exemption from Hunter Education:
- 36 years old or older
- Honorably discharged from the U.S. Armed Forces
- Currently on active duty in the U.S. Armed Forces.
- Member of the National Guard.
16 Years Old through 35 Years Old:
*If you are hunter education certified you can buy any license and hunt alone (unless participating in youth deer or turkey seasons).
Under 16 Years of Age:
*Big Game: You must have hunter education to hunt or buy any big game (deer, antelope or elk) license.
*Small Game: (for example squirrel, rabbit, dove, quail, turkey, etc.): Must carry hunter education certification or be accompanied. See #3 under the heading below.
What is a License with an Apprentice Designation?
- If you don’t have hunter education, the word “apprentice” will be written on your license.
- A person holding a license with the apprentice designation can only hunt if they are accompanied by a licensed hunter 21 years old or older who possesses a certificate of hunter education. Persons 21 years old or older who are exempt from either hunter education or hunting license requirements may also accompany apprentice hunters.
- When hunting:
- Big game – accompanying hunter shall be within arm’s length of the apprentice hunter or close enough to take immediate control of the firearm or archery equipment of the apprentice.
- Small game – accompanying hunter shall be in sight of and be able to communicate with the apprentice hunter in a normal voice without the aid of any communication device.
HUNTER ORANGE:
All youth deer gun, deer muzzleloader, deer gun, special antlerless deer gun, elk gun and antelope season hunters must conspicuously wear both a head covering and an outer garment above the waistline, both totaling at least 400 square inches of hunter orange. Camouflage hunter orange is legal as long as there is at least 400 square inches of hunter orange (Daylight Fluorescent Orange). All other hunters, except those hunting waterfowl, crow or crane, or while hunting furbearing animals at night, must wear either a head covering or upper garment of hunter orange clothing during the youth deer gun, deer muzzleloader, deer gun, special antlerless deer gun (in open zones), elk gun (in open counties) and antelope (in open areas) seasons.
BROKEN BOW WMA:
Deer Archers, Youth Deer Gun, Deer Muzzleloader: Same as statewide season dates.
Deer Gun: Open the first nine (9) days only.
Special Antlerless Deer Gun: Closed.
Dove, Rail, Gallinule, Crow, Turkey Fall Archery, Predator/Furbearer Calling, Trapping: Same as statewide season dates.
Quail, Snipe, Woodcock, Waterfowl, Rabbit, Squirrel, Pursuit with Hounds: Same as statewide season dates, except closed during the first nine (9) days of deer gun season.
Turkey Spring, Youth Turkey Spring: Same as statewide season dates. Two (2) tom limit combined.

HONOBIA CREEK WMA:
A $16 annual land access permit is required of all residents who hunt or fish on Honobia Creek WMA. Nonresidents are required to purchase a $25 annual permit, no exemptions. A $5, three-day special use permit is available to residents for nonhunting and nonfishing related activities, unless in possession of the $16 annual land access permit. Oklahoma residents who are under 18 years of age on the first day of the current calendar year or are 64 years old or older are exempt from permit requirements.
Deer Archery, Youth Deer Gun, Deer Muzzleloader: Same as statewide season dates.
Deer Gun: Open the first nine (9) days only.
Special Antlerless Deer Gun: Closed.
Dove, Rail, Gallinule, Crow, Turkey Fall Archery, Predator/Furbearer Calling, Trapping: Same as statewide season dates.

- OHV/ATVs may be driven on roads owned and maintained by John Hancock Mutual Life Ins. Co. and managed by the Department as the Honobia Creek WMA. A “maintained road” open for vehicle and ATV use is any permanent road not gated and locked or closed with an earthen mound. Additionally, a “maintained road” will be constructed with man-made ditches on one or both sides of the road to control rainwater runoff, and will not have vegetation present on the road that would impede easy travel by a two-wheel drive automobile.
- OHV/ATV use on county or state roads within the confines of the Honobia Creek WMA must comply with state requirements for street legal vehicles.
- Motor vehicle travel, including ORVs and ATVs on roads which are gated and locked, closed by an earthen mound, or otherwise designated as closed is prohibited.

MCCURTAIN COUNTY WILDERNESS AREA:
- All seasons are closed.
- The self-guided nature trail is open year-round.
- No public entry, except by persons possessing prior written permission from the Director of the Department or his designated representatives; Department employees; or by the Oklahoma board of Agriculture, Division of Forestry personnel engaged in fire protection or suppression activities.
- Deer and turkey hunts are offered through controlled hunts.
